Summit County Recycling & Pay-As-You-Throw Regulations

Summit County communities have adopted Pay-As-You-Throw (PAYT) regulations designed to encourage waste reduction and recycling. Much like electricity or water, the amount of trash service you use helps determine what you pay.

How Pay-As-You-Throw Pricing Works
Your trash cart size determines your service rate. The less trash capacity you need, the less you pay.
Under the PAYT pricing structure described in these regulations:

32/35-gallon cart: Base service rate.

64-gallon cart: At least 80% more than the base rate.
-
96-gallon cart: At least 160% more than the base rate.
Choosing the smallest cart that comfortably accommodates your household's trash is an effective way to manage costs.
The Three-Strike Overfilling Rule
Your trash cart lid must close completely when placed out for collection. Overfilled carts with bulging lids are not permitted.
If your cart is overfilled three times, applicable PAYT regulations require your hauler to move you to the next larger cart size, with the corresponding higher service rate.
Our advice: Choose a cart size that accommodates your normal trash volume without regularly exceeding its capacity.

DELAYED IMPLEMENTATION FOR VALET SERVICE IN BRECKENRIDGE EXPIRED 4/1/24.
Valet Service was exempted from the volume based rate structure and recycling mandates until April 1, 2024. The law in Unincorporated Summit County does not allow for delayed implementation for Valet Service as it was assumed haulers would be in compliance with the mandates issued in Frisco & Breckenridge in the last two years. Recycling Requirements
Recycling became mandatory with qualifying trash collection services on the following dates:

Frisco: April 1, 2023

Breckenridge: October 1, 2023

Unincorporated Summit County: August 1, 2025
Under the local PAYT rules described here, an exception may apply to qualifying on-call trash service with no more than one collection per month.
